Privacy Policy

Our foundational philosophy is simple: public transparency applies to government power and corporate influence, while private citizens maintain an inherent right to digital privacy.

No Personal Data Sales

We never sell, rent, monetize, or trade visitor data or IP addresses to data brokers or advertisers.

Zero Third-Party Ads

Capitol Ledger is completely free of Google AdSense, Meta tracking pixels, or cross-site tracking scripts.

No Account Required

All knowledge graph exploration, search indexes, and analysis views are accessible without creating an account.

01. Information We Do Not Collect

Capitol Ledger is built to minimize data collection by default:

  • We do not collect names, phone numbers, or physical mailing addresses unless you voluntarily provide them via our contact channels;
  • We do not process credit cards, bank accounts, or financial transactions;
  • We do not link your browsing activity to any external demographic profiles or identity databases.

02. Technical Edge Logs & Network Defense

Like virtually all web properties hosted on global content delivery networks, our infrastructure provider (Cloudflare Pages) records standard ephemeral technical logs when an HTTP request is made to the website.

These logs may contain: your anonymized IP address, user agent string (browser and operating system version), request path, HTTP response status code, and timestamp. These logs are processed solely for the legitimate operational purposes of mitigating Distributed Denial of Service (DDoS) attacks, detecting abusive automated scraping, and maintaining site availability.

03. Local Browser Storage (Client-Side Only)

To provide a personalized and fluid user experience, Capitol Ledger utilizes your browser's standard localStorage API. We store:

  • Your preferred visual theme (e.g. Slate, Amber, or Light mode);
  • Your table density toggle selection (e.g. Compact vs. Normal spacing);
  • Recent search queries performed inside the Spotlight Omnisearch tool (Cmd+K).

This data remains strictly stored on your own local device and is never transmitted to our servers or any third-party infrastructure. You can clear this data at any time via your browser settings.

04. Cookies Policy

Capitol Ledger does not set or read third-party tracking cookies, behavioral profiling cookies, or persistent marketing identifiers. Essential session tokens or edge security tokens may be utilized by Cloudflare to ensure secure bot challenge verification and cryptographic integrity.

05. Voluntary Communications

If you contact our team via email (e.g. tips@capitolledger.org or contact@capitolledger.org) or via the Contact form on our site, we will retain your email address and message contents solely to address your inquiry, investigate reported discrepancies, or follow up on journalistic leads. We do not add contact addresses to promotional mailing lists.

06. Children's Privacy Protection

Capitol Ledger provides open civic research and is not directed at children under the age of 13. We do not knowingly collect or solicit personal information from children in compliance with the Children's Online Privacy Protection Act (COPPA).

07. Contact Our Data Protection Lead
